Dowry deaths: an urban reality?

Here is a news report dealing with dowry-related suicides. 

The interesting aspect of this report is that it relates two events that took place in a city. 

Therefore dowry-related deaths are not exclusively a rural phenomenon but also happen in urban areas too.

It is all the more striking then, given that, as a rule, cities are supposed to be more modern than remote areas. So one may regard Indian cities as the origin or the source of strong contrasts in India.
